The American Recovery and Reinvestment Act of 2009 (ARRA) provides an unprecedented opportunity for local governments to implement local solutions to global warming and energy challenges while creating new good, green jobs.

One of the best opportunities for local governments to receive flexible funding for energy efficiency and energy conservation projects is the $3.2 billion in the Energy Efficiency and Conservation Block Grant Program through DOE.
